Description:
Conference has been successfully organized on 22 August 2019. All the agencies participate actively and gave positive feedback on the conference. During the workshop and discussion, we have divided it into 3 sessions. First session is regarding the Multi-Agency Collaboration Model. The aims of carrying out this session is to gather input on understanding multi-agency collaboration models among the Sarawak Disaster Management Agencies (SDMA); to share the knowledge and experience regarding collaboration among multi-agency while dealing with stages in disaster management cycle; to understand interest, strategies, agency relationships and internal power relation of the SDMA and all the input will be fed into the academic journal papers. During this session, we asked the participants to answer an online survey using Google Form by using their electronic devices and all the responds have been recorded and submitted to us. So, we will try to analyze it and develop our own collaboration model that can fit the MOBILISE project.
The second and third sessions are the Brainstorming Session. All the participants are required to have a round-table discussion and each table provided with one paper to write down their opinions on the challenges on collaboration and best solutions in enhancing collaboration during disaster management in Sarawak.
From the discussion, we have found out that the most challenges part in disaster management are due to the silo thinking, lack of internal/external coordination, communication problems, lack of data/information sharing among agencies, disaster information are not disseminate properly during disasters and different time of respond among agencies during disaster. Besides, the MoU and MoA signing ceremony between UTHM, Sarawak Multimedia Authority and RS & GIS Consultancy Sdn Bhd during the MOBILISE Sarawak 4.0 conference has been carried out during the conference.

The University of Salford’s THINKlab donate their MOBILISE digital platform for disaster risk reduction activities in Sri Lanka, Malaysia and Pakistan
Date:
13th November 2019
Place/Venue:
THINKlab, University of Salford Manchester, UK
Participants:
Prof. Terrence Fernando and THINKlab Team.
Description:
After intensive research and development work over the last two years, the THINKlab team is now ready to release its first interactive digital platform to disaster management centers in Colombo, Sri Lanka; Sarawak State, Malaysia; and Peshawar, Pakistan.
The donation from the THINKlab is the MOBILISE digital platform that runs on a state-of-the-art multi-touch screen driven by a high-performance computer. Agencies have the choice of using a web-based interface or a 3D virtual reality interface of the platform to explore and develop their risk reduction strategies. The software created and developed by the XR software engineers, the UX designers and researchers from the THINKlab combines seven main data categories (including built and natural environment, social information, land characteristics, hazards, real-time and remote sensory data) which segment a further 60 data layer and attributes to determine disaster risks.
This digital platform, developed as a part of the MOBILISE project, funded by the Global Challenges Research Fund (GCRF) and UK Research and Innovation, will allow the disaster management centers to combine various vulnerable, exposure and hazards’ information from multiple agencies to establish a more holistic understanding of their local risks. In turn, this will enable them to work together to develop disaster risk reduction strategies to reduce the impact of natural disasters on the local communities, infrastructure and economy.
The Director of the THINKlab, Professor Terrence Fernando stated: “It has been a challenging journey for developing a common approach and vision for our partner countries and bringing digital innovation to their current disaster risk reduction and disaster response activities. This is only the beginning of a long journey to transform current disaster risk reduction activities by various government organizations in middle-income countries. We are fortunate to have committed academic partners and government organizations in our project consortium who have worked with us to progress this far.”
Professor Fernando also added: “The feedback from various disaster management agencies and other government agencies has been extremely positive. We hope to make the MOBILISE platform available to other governments around the world very soon. I hope other research organizations will join us for creating bespoke environments for their local governments.”
Funded by the Global Challenges Research Fund (GCRF) and The Engineering and Physical Sciences Research Council (EPSRC), the MOBILISE project focuses on LMIC communities in Sri Lanka, Malaysia, and Pakistan who are regularly affected by natural disasters such as flooding, landslides, and earthquakes.
The MOBILISE platform is targeted at helping various governments to implement the Sendai Framework Priority 1: ‘Understanding Risks’ and Priority 2: ‘Risk Governance,’ as established by the United Nations.
Led by the THINKlab Director, Prof Terrence Fernando, the project is developing a digital infrastructure which offers intelligence to multiple stakeholders who can work together to help reduce the impact of natural disasters on their local communities. Set up in May 2017, the project is to be completed in December 2020. For more information about the MOBILISE project.

Sarawak Multimedia Authority (SMA) will provide a tracking device to the Sarawak State Disaster Management Committee (JPBN) to detect individuals with COVID-19 symptoms. Sarawak Deputy JPB chief Datuk Amar Douglas Uggah Embas said the detector would be installed in the hands of the committee to detect and map out the hot spot. The main function of this tracker device is to monitor and track any other locations or events that COVID-19 individuals have attended. He also announced that SMA will assist JPBN in digital tracking for anyone who has been identified to run quarantine at home. “In fact, digital mapping is also used by SMAs to identify the hot spot of the COVID-19 infection. This will help them to comply with the prescribed quarantine requirements. This is to prevent the virus from spreading,” he said.

SMA Arms Sarawak with Digital Solution to Curb Covid-19
Date:
26th March 2020
Place/Venue:
Kuching, Sarawak
Participants:
Sarawak Multimedia Authority (SMA)
Description:
Sarawak Multimedia Authority (SMA) today announces the roll-out of a digital surveillance solution to curb the spread of Covid-19 in the state, which they hailed as a tremendous feat since it only took three days to develop.
In a statement released today, SMA said the solution would give the State Disaster Management Committee the scalable capability to monitor this form of infectious disease at all Sarawak’s Points of Entry (POEs). “On top of the mandatory health declaration, approved persons entering Sarawak will be issued a QR-coded wristband (which they must wear) based on the categories they fall under. These categories are known as Person Under Investigation (PUI) and 14-day Stay Home Notice (SHN),” it said.
Under PUI category, the wearers are those placed under home quarantine or hospital quarantine and on a twice-daily basis, they are required to report their situation by scanning their wristband’s QR code to submit a set of information.“The data collated will allow the State Disaster Management Committee to make informed decisions as well as to conduct random checks on the wearers. The wearers’ location will enable the Disaster Management Committee to establish hotspots, a key strategy to isolate further spread of the disease,” it said.
Variations of such tracker system had been deployed in China, Singapore, South Korea and Hong Kong where the data collected was crucial to manage the shape and evolution of the virus. Meanwhile, SMA’s general manager Dr Zaidi Razak said they were confident that this system would make the task of managing the outbreak effectively and in a timely manner given the vastness of Sarawak.
“With the time frame given, the development team has made tremendous achievement within a three-day period to come up with such a solution,” he added. The State Disaster Management Committee had earlier enlisted SMA to develop a digital system to track any person who is undergoing self-quarantine for Covid-19, which could also be used at medical centres designated to handle patients with the disease. — Bernama

Sarawak Maker Community Supporting Frontliners Against COVID 19 Through Digital Technology
Date:
6th April 2020
Place/Venue:
Kuching, Sarawak
Participants:
Sarawak Multimedia Authority (SMA)
Description:
Sarawak Multimedia Authority (SMA) has always supported digital initiatives as part of its agenda of driving digital Sarawak. During this Covid-19 outbreak, the Authority through its Digital Village unit, has brought together the diverse maker communities in the state to expand their own initiative to support the medical frontliners here. These maker communities are currently producing face shields using 3D Printers and laser cutters. PPEs such as face shield is crucial to safeguard our frontliners from any potential infection to comply to the droplet precaution protocol. The maker community is made up of various organisations such as Startups, Small Medium Enterprise (SME), Social Enterprise (SE), STEM Educators, Non Profit Organisations (NGO) and individuals from across Sarawak. With the strength of more than one hundred (100) volunteers making the PPEs in their own home, the community targets to produce 10,000 units of various types of PPEs in the first run. They include ventilators and intubation shields for anaesthetists. Furthermore, they are also collecting donations to supply frontliners with gloves, N95 masks and thermos. As a lead player in the Digital Economy Ecosystem, SMA is proud to see the strong spirit of volunteerism among our talented community in this crisis. Their capability drives home the point of the inherent empowering and scalability of technology to solve problems that require quick turnaround time. These efforts highlight how important access to digital technology and education can do in helping the community and country as a whole.” says Dr Zaidi Razak, Sarawak Multimedia Authority.

Ready To Help: Puncak Borneo Prison Inmates Need More Materials To Make PPE
Date:
07th April 2020
Place/Venue:
Kuching, Sarawak
Participants:
Sarawak Multimedia Authority (SMA)
Description:
Living behind bars is not an obstacle to contributing back to the society. Prisoners here have shown this by tirelessly sewing personal protective equipment (PPE) for medical personnel who are frontliners in the state’s efforts to curb Covid-19. Away from the public eye, a group of 24 inmates in Puncak Borneo Prison in Padawan have switched gears and turned their sewing skills towards creating the protective outfits which are highly in demand in local medical institutions. Speaking to DayakDaily, Puncak Borneo prison director Hamdan Salleh Majin revealed: “The inmates use their skills in measuring, cutting and sewing the special materials called sterilisation wrap which is in accordance with the Health Department’s standard operating procedures (SOP). This is to help replenish the diminishing stocks of PPE which are highly needed by medical frontliners who are in contact with Covid-19 positive patients.” On March 31, the Puncak Borneo prison received 300 units of materials from Sarawak Multimedia Authority (SMA). Yesterday, they received another batch from SMA and the inmates didn’t waste any time by immediately taking their respective spots in the prison’s sewing workshop. Expressing pride in the inmates’ eagerness and willingness to contribute to a good cause, Hamdan said they started to sew straight away on March 31 and can produce 600 sets of stockings, caps and face masks in one day. In fact, they finished sewing the first batch of materials in just two days. “We ran out of materials very fast because the inmates were really concentrating hard to complete as much and as fast as they could so that the PPE can be delivered to those who needed it most. “We also hope that many more companies or NGOs out there will send us the materials (according to specification) so that our inmates can help to stitch them,” Hamdan said. The finished products will be delivered straight to the State Health Department. As long as there are materials available, the Puncak Borneo prison sewing workshop will continue to operate so that they can produce more. So while the country is facing the Covid-19 pandemic, it seems like this is also an ideal time to give these inmates a helping hand to contribute back to society.

Ensuring A Safe And Vibrant E-Bazaar During Ramadan And Gawai
Date:
09th April 2020
Place/Venue:
Kuching, Sarawak
Participants:
Sarawak Multimedia Authority (SMA)
Description:
Sarawak Multimedia Authority (SMA) encourages the implementation of e-Bazaar market places resulting from the cancellation of Ramadan and Gawai bazaars throughout the state. The e-Bazaar approach is a response to Chief Minister Datuk Patinggi Abang Johari Openg’s call to food operators to utilise the internet to sell their delicacies to customers; a pre-emptive measure to prevent an escalation of the Covid-19 spread. The current food delivery service ecosystem is well-geared to serve the needs of the community during the Movement Control Order (MCO) period. While Grab Food and Food Panda are the more well-known brands serving the community, home-grown service providers are equal to the task. Among them are Lyfe, Bego, Sara-X, Planet Kuching, Food Hero, MoreFun, Timogah and Helpy. From the Sarawak government, there is the ePreneur e-commerce platform provided by the Ministry of Welfare, Community Wellbeing, Family and Childhood Development. In the social media space, e-Bazaar groups have mushroomed all over the respective social media and messenger service platforms, the most prolific ones being those found in Facebook and Whatsapp groups. Their popularity with small-time operators is complemented by the prevalence of online banking and e-Wallet services. To illustrate, the state’s own Sarawak Pay e-Wallet has seen an almost 100% (2,816 vs 5,447) increase in new user sign-ups during the MCO period. (16-22 March vs 23-29 March 2020) while new merchant registration has increased by 52%. (139 vs 167). Nevertheless, as with all business transactions, SMA calls upon vendors to comply with the requirement of the Consumer Protection (Electronic Trade Transaction) Regulations 2012. Invariably, well-established food service platforms will shoulder most of this legal compliance being an intermediary between sellers and customers. But for those in the social media market place, sellers have to be aware of the by-laws as enshrined in the Food Hygiene Regulation 2009 and the Personal Data Protection Act (PDPA) 2010. These include obtaining the necessary operating permit, health certification and training. From a customer’s perspective, you have the responsibility to check the suitability and quality of the offerings before a purchase is made. If you are buying from the social media market place, know who you are ordering from. Never disclose more than you have to, to complete a sale. In another words, be wary of scammers. When ordering from a service delivery platform, guard your password/login details and ensure that PDPA requirements are explicit and seen to be enforced. Once you have made your purchase, keep a record of all transactions, handy when they are needed to resolve refunds and return process. ‘Technology has given us enabling tools to solve problems. In this case, it’s reducing contact when social distancing is the norm. However it is still accountability and responsibility that can foster a vibrant and safe e-commerce environment.’ advises Dr.Zaidi Bin Razak, General Manager of Sarawak Multimedia Authority.

In this regard, SMA has allowed #JagaSamaDirik community to operate at one of SMA Digital Innovation Hubs (DIH) in the Kuching area called the SMA Creative Heritage Innovation Centre (CHIC), located at Bangunan Yayasan Sarawak. As MCO extends, the #JagaSamaDirik community has established a web app aimed at hospitals to enable them to make PPE requests, to unfortunate families to request for food and to Sarawakians to volunteer their time and expertise to help in this initiative. The wishlist for food donation includes rice (5 or 10kg), cooking oil, instant noodles, infant/toddler milk formula, canned food, diapers, salt and sugar. As for the PPEs, the types sought are 3D printed face shields, disposable face shields, N95 Masks and transparent A4 sheets. “We applaud the initiatives by the #JagaSamaDirik Community and also other communities who have banded together to help out during these unprecedented times. Our well-equipped Innovation Hub has helped to produce the face shields and also act as a temporary collection centre for the donated items. I am glad that the DIH can be put to good use by the community in helping the State get through the pandemic.” Said Dr Zaidi Razak, General Manager, SMA.
